If cuts were made across the board, then many fee-based programs could not survive. Income is tied directly to promotion so if promotion is cut 25%, income will also be cut exponentially.
California Community College programs are being cut even if they are making money! Then someone made the comment that Community Education runs itself. Guess we'll see how that works out.
